Senators King and Rubio Introduce Act to Strengthen Healthcare Cybersecurity

U.S. Senators Angus King (I-ME) and Marco Rubio (R-FL) have introduced the Strengthening Cybersecurity in Health Care Act, a bipartisan effort aimed at improving cybersecurity measures within the Department of Health and Human Services (HHS). Both senators, recognizing the need for strengthened protection, aim to safeguard sensitive patient information from malicious cyber threats. This bipartisan initiative specifically targets the HHS, requiring regular evaluations of its cybersecurity systems and the delivery of biannual reports outlining current practices and future safety procedures.  

Recent reports highlight a concerning increase in cyberattacks targeting healthcare systems nationwide, reaching even the formidable HHS. The severity of the situation became evident in 2023, a year marked by an alarming spike in security breaches, affecting approximately 133 million individuals. Among the compromised data were highly sensitive details such as Medicare beneficiary data, social security numbers, and comprehensive medical records. This alarming breach not only exposes the vulnerabilities within healthcare infrastructures but also raises concerns about the privacy and security of patients across the nation. Given the HHS’s important role in safeguarding Americans’ personal health information, safeguarding against evolving hacking strategies is necessary responsibility. The department’s ability to stay ahead in the cybersecurity arena is a must, not only to protect sensitive health data but also to ensure the broader resilience and integrity of the nation’s healthcare infrastructure.  

Senator Rubio emphasizes the importance of the legislation in light of the increased cyberattacks witnessed during the pandemic. He states, “Since the pandemic, we have seen a rise in the number of cyberattacks against our healthcare systems. I am proud to introduce the bipartisan Strengthening Cybersecurity in Health Care Act. This legislation aims to reassure the American people by better safeguarding their sensitive information, ensuring peace of mind during these ever-changing times.” 

Senators Thom Tillis and Maggie Hassan, serving as original cosponsors, join Senators King and Rubio in their bipartisan effort. Senator Tillis, acknowledging the concerning data breaches impacting North Carolinians, particularly in healthcare, highlights the need for stringent cybersecurity measures. He states, “Too many North Carolinians have experienced data breaches by malicious hackers, which is especially concerning when it comes to sensitive health information. Americans shouldn’t have to worry about harmful cybersecurity attacks, and this legislation ensures any personal health data stored by the Department of Health and Human Services is properly secured and protected from cybersecurity attacks.” The Strengthening Cybersecurity in Health Care Act, with its focus on consistent evaluations and transparent reporting, reflects a collective commitment to fortifying healthcare cybersecurity on a national scale, assuring Americans that their health information is secure from evolving cyber threats. 

Senator King’s role as Co-Chair of the Cyberspace Solarium Commission reinforces his expertise in cybersecurity. The commission, known for its forward-thinking cyber strategy, has influenced key recommendations, including the creation of a National Cyber Director. Senators King and Rubio have consistently advocated for stronger measures to address cybersecurity threats, particularly in the public health sector. Senator King notes, “In recent years, several of Maine’s major healthcare providers have been the victims of cyberattacks. This threat to America’s critical infrastructure is real and could literally mean the difference between life and death — we must take proactive steps to enhance the cybersecurity of our healthcare and public health sectors.” The Strengthening Cybersecurity in Health Care Act is envisioned as a lifeline for the medical community, ensuring resources are in place to protect patient data amid escalating threats to security.
